Terms of Reference (ToR) Resource Mobilisation Consultant
1. Background
The Life & Peace Institute (LPI) is an international organisation that supports and promotes bottom-up nonviolent approaches to conflict transformation and positive social change through research, policy engagement, and action. We have programmes in the Horn of Africa (Ethiopia, Kenya, Somalia, Sudan and Horn of Africa Regional Programme including cross-border engagements), the Great Lakes (DRC) and Sweden, that are guided by our three Strategic Priorities: 1. Inclusive engagement for peace; 2. Policy engagement and awareness raising; 3. Collaborative learning to enhance practice and policy.
In order to scale our impact and ensure long-term sustainability by strengthening the implementation of our Resource Mobilisation Strategy (See Annex 1), LPI is inviting qualified consultants to submit an expression of interest to lead and/or support the process of developing high-quality proposals, in response to both calls and requests for proposals as well as to guide strategic and ad hoc programme development processes.
This ToR outlines a process to build a database of pre-approved proposal development experts on which the Institute can draw at short notice, for proposals and programme development processes, in order to strengthen our capacity to secure funding for initaitives aligned with our organisational goals and donor requirements.
2. Objective of the Consultancy
To strengthen LPI’s capacity to secure funding by establishing a pool of qualified consultants who can support and/or lead high-quality proposal development and programme design – both short and long-term – across various contexts and thematic areas.
3. Scope of Work – Types of Assignments
Development support for different types of proposals, potentially encompassing:Short concept notes; full proposals – either in response to calls for proposals or donor requests; larger-scale programme development efforts; internal strategies; and ad hoc proposals. This includes short-notice assistance with developing urgent or time-sensitive funding proposals or rapid response proposals. Types of assignments may involve all or some of the below:
Programme Strategy Development: Lead/guide the design of strategic, multi-year programmes that align with LPI’s strategic, thematic and geographic priorities.
Proposal Development: Facilitate the participatory design and drafting (including contexts, goals, activities, budgets, and logical frameworks) of high-quality funding proposals in response to calls or donor requests, ensuring proposals meet donor guidelines and organisational standards, and proposal submission timelines are developed and followed.
Short-form concept note drafting: either in response to a directly request from a donor or related to a call for proposals.
Ad-hoc Support: Provide short-notice assistance with developing urgent or time-sensitive funding proposals or rapid response proposals.
Consultants will work in close collaboration with LPI’s programme; finance; monitoring, evaluation, and learning (MEL); and communications teams, and where applicable, with partners and consortium members.
4. Types of Deliverables
Comprehensive funding proposals: Fully developed concept notes or funding proposals (narratives, budgets, logframes, and annexes) aligned with donor requirements and LPI standards.
Programme strategy documents: Multi-Year programme strategies (including narratives, budgets, logframes, and annexes) for long-term or large-scale initiatives.
Short-form concept notes: Typically three-to-five-page outlines of intervention ideas.
Rapid response proposals/proposal inputs: Drafted or revised sections of proposals or concept notes for short-notice or urgent funding opportunities, and may include quick-turnaround support.
5. Duration and Level of Effort
Duration and Estimated level of effort will be determined based on the specific assignment, depending on the complexity and scope of the task.
6. Reporting and Coordination
Consultants will report to a designated focal point within LPI. Coordination will involve collaboration with relevant teams including pprogramme, policy, MEL, finance, and communications, depending on the assignment.
7. Required Qualifications and Experience
Proven experience in resource mobilisation for peacebuilding or conflict-affected contexts, from small-scale risk-tolerant innovations, to multi-million cross-context interventions.
Familiarity with donor trends and funding mechanisms in peacebuilding, resilience, and Triple Nexus programming.
Experience working with NGOs or similar organisations.
Demonstrated experience in donor analysis, participatory proposal development (full cycle), and strategic facilitation.
Knowledge of adaptive programming, MEL, design thinking, and consortium building.
Ability to apply and adapt conflict analysis tools (e.g., systems thinking models) to programme development processes.
Strong communication, writing, analytical, facilitation, and organisational skills.
