Call for Proposals: Consultancy for Strategic Communications Plan Development

The Life & Peace Institute (LPI), in partnership with Somali Public Agenda (SPA), is seeking a Somalia-based communications consulting firm to develop a Strategic Communications Plan for an EU-funded peacebuilding project. This initiative supports Somali civil society organisations (CSOs) to advance reconciliation and peacebuilding through stronger engagement in national policy processes.

Duration: Up to 30 working days over four months

Key Responsibilities:

  • Lead the participatory development of a communications strategy through two consultative workshops in Mogadishu.

  • Develop an action-oriented communications plan and provide hands-on training for Somali CSOs.

  • Engage Somali youth, influencers, artists, and media platforms to promote peace and social cohesion.

  • Support message development, social media campaigns, and content creation aligned with conflict-sensitive and ethical storytelling standards.

  • Provide ongoing guidance on implementing the plan and build local CSOs’ communications capacity.

Required Qualifications:

  • Registered consulting firm in Somalia with field presence and ability to travel within Somalia and Nairobi.

  • Proven experience in peacebuilding and policy communications in Somalia.

  • Strong skills in workshop facilitation, strategic planning, and message development.

  • Fluency in Somali and English.

  • Knowledge of Somalia’s sociopolitical context and conflict sensitivities.
