The 4th Horn of Africa Bulletin Forum (HABForum) on 21 April, on the topic “Countering Violent Extremism – Remedy or Rhetoric?” brought together relevant stakeholders that included government representatives, UN and donor agencies, civil society groups and academia engaged and interested in counterterrorism (CT), countering violent extremism (CVE) and peacebuilding in the Horn of Africa (HoA). Forum participants deliberated on to what extent the three approaches are achieving their supposed common goal of building a peaceful society in the Horn of Africa.
The Forum was organized at a time when the number of attacks on civilians in the region is on the rise from a more decentralized set of groups despite the plentiful and increasing CT initiatives in the HoA. In recent years, CVE programs have expanded to include non-military and community-oriented programs, in order to rectify the shortcomings of CT in the region, such as counter-messaging and development programmes meant to mitigate the root causes of violent extremism.
